Bellefonte has been systematically stripped of all its usable parts in order to keep TVA's other ancient nuclear plants running. Alprova points out that they have sold off its assets for pennies on the dollar because the didn't believe they could economically or safely operate the plant. What has changed? Is it because they already have a license to operate a nuclear plant at the site and don't want to fight another battle over permitting a new site or design? Bennet is right in pointing out that Bellefonte's design is prehistoric in design and operation. Simply reopening the plant may not be the best solution.
